Mega Torkoal

My personal favorite idea for the Mega Evolution Contest a group I'm in, Pokemon-Forever, is hosting, because Torkoal is a neglected pokemon that needs love, and steampunk; can't say no to steampunking a pokemon.
I'm tired as hell, so I'm just going to say for now this:

Smoke Stack: Water and Rock type moves are burned for energy
^Basically it's Motor Drive, but instead of absorbing damage from electric attacks and gaining a +1 speed boost, it's water and rock attacks. The ability would also absorb/remove/prevent the use of Stealth Rock, kinda similar to how a poison type negates toxic spikes just by switching in. I don't think it's too hax considering it's speed would still not be great, it would have a 4x ground weakness along with an new fighting weakness, and normal Torkoal is an awful pokemon competitively --I don't know anyone who has even used him in game.

(I was thinking "Fossil Fuel" if it were just for Rock, or "Steam Engine" if just for water, but I decided to go with both --If you have a better name, let me know because it's 2am and my brain is toast)

My fried brain had come up with these base stat changes, probably subject to change:

HP: 70
Atk: 85 + 0 --------> 85
Def: 140 + 20------> 160
Sp.Atk: 85 + 50----> 135
Sp.Def: 70 + 20----> 90
Spd: 10 + 10 ------> 20
